Ths picture is of a rain gauge. Rain gauges measure how much rain falls. They are a cylinder tube with a funel to capture the condensation and to prohibit the loss of moisture in the air.
One of the causes of ozone depletion is CFC's which can still be found in refrigerators and cars today despite CFC's being banned many years ago. The CFC's float up into the ozone layer and are broken up by ultraviolet light. The clorine atom then stops the reaction of the oxygen changing from O2 and O3 and back.
