This is a picture of a Wave-cut platform. Wave-cut platforms form where the sea erodes the land. Platforms may be seen at very low tides but are otherwise invisible unless they are lifted above the sea level. You can see them clearly at a very low tide. Overtime the the Wave Cut Platforms get bigger and they help protect the cliffs behind them.
